Following 18 years of civil war and the loss of almost 150,000 lives, the United Nations established a peace-building force in Liberia in 1997. Progress was made, but many of the underlying conflicts continued, until in July 2003 it seemed that full civil war was about to resume. On August 18th, 2003, all the parties signed a Comprehensive Peace Agreement. They asked the United Nations to establish a peacekeeping force in Liberia.
